Joe has over 23 years of land use experience much of which is with his own law firm Stevens, Phillips & McCann, LLC. He has assisted many clients in all the processes associated with real estate development and land use including mixed use waterfront redevelopments, PUD’s, active adult communities, development agreements, environmental permitting, coastal development issues and real estate transactions and financing. Prior to practicing law, Joe was the Director of the Department of Land Use, Growth Management and Environment (formerly Department of Planning and Zoning) for Queen Anne’s County, MD. Joe received his JD from University of Maryland and a MS from Eastern Michigan University and is licensed to practice law in both Maryland and Maine. Joe has been an instructor at the University of Maryland, University of Wisconsin (continuing education) and the Maryland Institute for Continuing Education for Lawyers, and is a member of the NAHB Lands Group. Joe practices before elected officials, administrative boards as well as trial and appellate courts, and has several reported appellate opinions.
